The Panerai Mare Nostrum PAM 716 Chronograph is a limited edition watch with the 1000 pieces going on sale sometime around September-October this year.

Could be all sorts of reasons and it's hard to judge. Some say the big watch craze is burning itself out, but Panerai has always made big watches. Maybe they are hoping to appeal to men with wrists my size, maybe they are just trying to cover all bases, maybe they hope women will buy it, maybe all of these.

Personally I prefer the bigger cases but I'm lucky ,my wrists are big enough to carry the bigger size
I think it still looks great regardless of its size but I'm biased
I did actually show the watch to my Mrs but she prefers the submersible case

42mm is the exact size of the original 5218-301/A Mare Nostrum, 5218-302 Slytech Mare Nostrum and 5218-304 Slytech Mare Nostrum (bezel without graduation).
It's a re-edition to the original Pre-V MN with same caliber ETA 2801-2 fitted with a Dubois-Dèpraz chronograph module, I don't see why they would have changed the size. For once a re-edition is exactly similar!
I think there are already enough choices in bigger size from Panerai.
Who has already been able to wear a PAM300 (52mm) without his table neighbor saying "WAOU you can attach a clock on your wrist?"
PAM716 is a good marketing stunt for Panerai, but be aware that this wasn't a very good deal at the time for OP S.p.A, they have long been stocked and 435 unsold were transferred to Vendome group in 1997.
1000 Mare Nostrum 301/A were manufactured by OP S.p.A (990 + 10 prototype), on this 1000 MN, 489 was sold by OP S.p.A, 397 transferred to the Vendome Group, 100 used to make Slytech watches, 7 given as prizes, 3 gifted to Com.Sub.In, 2 sold to MM, 2 given to MM and on the 100 Slytech 31 MN302 sol by OP S.p.A, 19 MN302 transferred to the Vendome Group - same number for MN304.
I like this Panerai, it's an atypical Panerai but it has charm and is unique.

But sincerely I find it stupid to buy a re-edition at 10,000 € while looking for a bit we find the original pre-V MN with mahogany box, Pre-V screwdriver, original strap and libretto at 12,000€ !
