Problem with watch movement I just received

Just got a 45mm Planet Ocean in the mail, with a 21J movement (dg2813 i suppose)

What its doing is this, the seconds hand slows down the then gets stuck at around 4 oclock. After a little shake or winding it gets going again. It will go for a couple of minutes and get stuck again :/

I have wound it, poped the pin spun it around a few times but its all no good.

Does this look like an obvious problem? If so can it be fixed easily enough?

Naturally I contacted the dealer, they recommended I try to get a local watch-smith to fix it for me (highly unlikely) or send it back but i have to pay 25 bucks for shipping and handling costs to them, (pretty much what a new movement costs).

Ina bit of a dilemma and don't know what I should do at this point.

Any advice would be very much appreciated guys.
