Have a friend that wants to be come a TD

I was wondering who do I need to talk to about having a friend become a TD for accessories? He's out of Shanghai speaks great english and has a lot of product to choose from. I just want to give him all the details via email before he contacts a Admin. If an Admin can pm me and give me some details it would be appreciated.
