Need service and upgrade on my SOH v2

Hi guys,

I need some help with my Breitling SuperOcean Heritage V2

Problems with the watch:

1) The outer bezel is stuck, you cannot turn it any more

2) When i have it on my wrist , it hardly winds up, and if i dont move my arm for 10 min, it stops

3) Someone left fingerprints on the "second hand"

Want to upgrade it:

1) Need to relume and center the dial dots and and relume the hands

2) If needed put in a new ETA 2824-2 or service the one thats inside

3) Make it waterproof if possible (to be able to dive 10-20 m)

Any tips who can help me with this ?
