Pull the crown and stem, and polish the face of the crown tube with a dremel or a buffer wheel till its mirror polished. Start your crown backwards, till you feel a "click", then tighten. do this a few times, then pull the crown and stem again. you will see a few shavings, probably on the inner crown gasket. Clean them off, them lube the threads with silicone lube VERY lightly. Too many people use way too much silicone. Use a little silicone on the face of your crown tube, In a couple of days the crown feel will have improved greatly. Then clean and lube it again.
