Maybe it lacks a small pin+spring ensemble that should stay below the bezel, in a small hole of the case.

You should try removing the bezel and check. Be cautious: if the pin and spring are there, the spring uses to throw the pin into 4th dimension as soon as you remove the bezel.

To remove the bezel, a watchsmith knife is the best tool in my experience*. Place its edge between the bezel and case, and make lever action. At least, this works on Omega bezels.

*Too thin blades will chip.
