Explain the Dials Pam 250

Hello all and I love this forum! Ok my newbie question. I recently received my Pam 250 from Joshua and love it but I had someone ask me what is the dial at 3pm and the one at 6pm and all I could say was....ummm they look cool.

So can anyone explain or direct me to an explanation of the dials and also how is the bezel dial used. I have searched with no luck.
