Could I learn anything about the watch's history from its serial number? If so, how?

I have recently ordered a new Seiko Ananta watch online through a private seller that appears to be reputable, although, honestly I was not too sure of. Normally, I would have proceeded with caution, however due to certain circumstances, I went ahead and made the purchase anyways. I understand that Paypal would cover my full purchase price. In preparation for the unlikely outcome that I have indeed been mailed a brick, what actions could I take? Would I be able to recover the fees/taxes I would have to pay for customs? Once I do receive the watch, is there anyway I can verify the watch is indeed new and not pre-owned (I guess except by the private seller)?

I bought a tourbillon from Homer a while ago, now I want a bracelet to go with it. I believe it's a 20mm width. I heard he sells a matching bracelet with it. Does anyone know how much one goes for? Is there a discount for RWG members? Any suggestions other than getting the one from Homer? I want a black leather strap too for it. Something thick.

I bought a watch from a seller who sells on forums a few months ago. The watch came with a warranty. A few weeks ago, i had some problems with the watch so I've sent it back. Unfortunately a tracking service wasn't not available for the kind of item i was sending back, to this day i dont understand why not. Furthermore I was instructed by the seller to send it back marked at a low and specific value, therefore i was unable to have it insured properly. I was in a hurry to get a working repalcement/repair back on my wrist (i'd like to wear it to an important formal event), also,I underestimated the probability of something going wrong, so I stupidly sent it on the spot instead or looking another service provider. Well now, it appears something is wrong. The package should have arrived a week after, i sent it. I was expecting a message from the seller a day or two after he receives it. It has now been several weeks, and the seller has so far not responded to any of my messages. At the moment I suspect it may be lost in transit, but hopefully the seller has received the package and is just taking his time. If it comes to the worst, am i at a lost? Any thoughtful advice RWG can offer me?

I would prefer a Gen/unbranded/mushroom brand over a rep. I've seen plenty on e-bay, and I was wondering if I can get one from here if theres a different selection. I cant find the seagull st-19 skeleton anywhere though. The only one I've seen is the PP rep and I do not like that one.

I''m looking for a skeleton watch, either with a hangzhou movement or a seagull chronograph movement. Any recommendations?
