Well if it's a sticker you're already in trouble. If it's a marker then you just take it apart and glue it back on. Not necessarily something you want to try yourself first time out.

If you're speaking of the white lume bit separating from the top of the round, metal hour-marker, if you know how to pull the movement you can take the sharp tip of a small sewing-needle and apply just a molecule of super-glue then press the lume back into place on the marker.

Sometimes this happens with lume (rarely, though) when too much varnish is used in the mixture; the polished metal used on hour-markers doesn't exactly have the ideal adhesion quality to begin with.
