Can a dealer actually provide you a tracking number and tell you later that he has not sent the item out? If so, how did he even get and send you the tracking number in the first place? The Dealers just have a large supply of forms with tracking numbers on them. They can take a number from a form (and allocate that form to your shipment,) even though it is still sitting on their packing bench. The tracking number only activates once they present the item at the Post Office/Shipping Agency. So, NO, having a tracking # is no guarantee that an item has shipped.
