Can't set the time in my Panerai watch...

its using the Unitas 6497 movt. When I pulled out the crown, its still in the winding mode instead of being able to adjust the time. So whether I pull out the crown or not, its always in winding position.

Anyone knows what wrong and how to fix it?

That's great info. Mine seems to be the same issue. So should be the stem locking screw loose as well.
