Another Quick Question On My Asian 21j Movement

Ok, strange issue. If the watch is horizontal (i.e. on my wrist whilst I am looking down on it or when I hold the watch upside down) the sweep of the second hand is perfectly fine. But when the watch is vertical (on it's side) the second hand stutters on one half of the dial (the other side is fine and if you turn the watch round, etc it's always the same area that stutters). Any ideas? Or is it knackered?

Ive had the same problem fixed by my repairer.......from memory was something to do with a 'tension spring' deep within the movement.
