(indeed this was the first i read)

 

but - what is a "panama canal submariner"? new to me.

Only 75 were made..to commemorate the handover over the operation of the canal.  The US controlled it until Carter signed the treaty to sign it over to Panamanian Government.  Took effect in late '99
