When screwing down the crown on my IWC 3717...

it is moving the rotar and is very hard to screw down. I can not hand wind the watch and it is only moving the rotar when being hand wound. Is there a problem with the movement...if so, is it an easy fix?

I thought I've seen this before, but my search yeilded no responses.

Some of the recent 3717s have had stem issues. I am guessing that this is your problem. I sent mine back to my dealer and they replaced the stem with the (correct) longer one. I am guessing that this is your issues as well. If you have a trusted smith - it might be easier than sending back to ???
