Swiss ETA quartz bad? How do you know?

Okay here is the story. I bought a used gucci 1900l for my girl. I was going to give it to her for Valentine's day. I met the seller and the watch looked like new. She said it had a new battery. I set the time and left. I pulled the watch out when I got home and the time was totally off. I popped the back and the movement is ETA marked "v8" and had a new battery. I just went to the jewery store and picked up another battery. No dice. After 1 hour the hands have moved only 10 minutes.

Any idea what could be wrong? I'm gonna try to get my money back, but you know how that goes. If I can't should I just find a new movement and drop it in? Anyone have a link to where I can buy ETA quartz? Quite a shame, because it is a really nice watch.
