u-boat , working sub dial's

Hi ,I have just received a quarts u-boat it was advertised with working sub dials but only the second dial works the one at 12 o'clock .

the large second hand dose not move and the other two don't move as well , no matter what buttons i press . what am i doing wrong or should i contact the dealer.

but my guess is talk to the dealer if nothing happens when you push the buttons
