It is referring to the positioning or location of something on, or in relation to the dial.

For instance, if it is said " date at 6" you would find the date box at 6 o'clock on the dial.

Mainly used for where the date window is located, however other items may be referred to , eg. helium valve @10!

I'm new to this so try not to laugh to hard. What the heck does it mean when I see these adds that say @7 or @12 when referring to a watch?

There are no stupid questions, (within reason,) only stupid answers; and most of us are somewhere on the noob spectrum. Do your homework and if you still have questions, ask. That's what I do.
