I just recently purchased a 89, and the GMT hand on it only moves in half hour increments to one hour increments in the main hour hand. I don't think this is proper function. Am I wrong, any ideas? Thanks.

When the minute hand is at 12 (or in close proximity), and you adjust the GMT hand, it should move from hour marker to hour marker. However, when the minute hand is closer to 6, than it would look as though it is only going in half hour increments, as it is not going from hour to hour, but from mid-hour to the next mid-hour point.

When I set it, the GMT hand only moves in half hour increments on 6 or 12. Also when the watch is running it only moves half the time the main hour hand does. Thanks for the help

So after four hours have elapsed, the second GMT time zone is actually off by two hours? That doesn't sound good, perhaps a cog is slipping, or worse. Sorry, can't help much with that.
