I live in Austria, but the package was sent to a friend in UK. So the taxes have to be paid in UK.

How much will this be?

It's an IWC Ingenieur.

Where do you live? customs taxes vary in different countries.... but "released with charges" means that you will have to pay, do not worry the charges on 230USD will not be high

If it was sent from another EU country to another... (Austria to UK) you shouldn't pay any taxes. The shipment shouldn't even go through customs inspection.

Sounds weird.

He does not need do show a invoice for the customs. The parcel that EL sent states that the value of the parcel is 250USD. Parcelforce will send a invoice to your friend, then he will have to call them and pay the charges.

Thats it, very simple...dont worry, at least you know that your friend WILL receive the watch.
