Skrill: Anyone willing to spot me $30 for a few hours?

I want to pay $30 to one of our Chinese friends, but he only takes payment through Skrill.  Unfortunately, for reasons peculiar to my credit card's transaction reporting, I'm unable to verify and link it to my Skrill account.

 

Is anyone out there on Skrill and willing to make this payment on my behalf?  You will be out $30 for as long as it takes for me to repay you by more conventional means (i.e. PP).  For the use of your funds, we can negotiate a reasonable premium over LIBOR.
