So little time, so much damage

Here's a sobering reminder: As of Wednesday, George W. Bush still has 76 days left in the White House. And he's not wasting a minute.

President Bush's aides have been scrambling to change rules and regulations on the environment, civil liberties and abortion rights among others - few for the good. Most presidents put on a last-minute policy stamp, but in Bush's case it is more like a wrecking ball. We fear it could take months, or years, for the next president to identify and then undo all of the damage.

Here is a look - by no means comprehensive - at some of Bush's recent parting gifts and those we fear are yet to come:

The United States military since 2004 has used broad, secret authority to carry out nearly a dozen previously undisclosed attacks against Al Qaeda and other militants in Syria, Pakistan and elsewhere. These military raids, typically carried out by Special Operations forces, were authorized by a classified order that Defense Secretary Donald H. Rumsfeld signed in the spring of 2004 with the approval of President Bush. The secret order gave the military new authority to attack the Qaeda terrorist network anywhere in the world, and a more sweeping mandate to conduct operations in countries not at war with the United States.
