I received a Rolex Datejust II. The clasp does not lock. I press it closed and it falls open. Am i doing something wrong or is it defective ?

My IWC has a sub dial at 9 which must be manually set. It has 3 numbers 06,08 and 10 an 12 lines. I have no idea what it can be used to indicate. Help please.
