I would say that is a dirty main spring issue, can be easily fixed by replacing it with a Swiss new 6497/2 main spring and barrel

Thanks but got it repaired.

Don't know how to explain what he did but seems the stem was longer than necessary (it broke when the lugs came loose and the watch fell).

I saw him replace it and "glue" a new one to the crown and voilà 65/70 smooth turns are back.

Edit: I might switch to gen ETA movements, but first let's see how long it'll last.

I would assume that with a broken stem it would it would not wind at all but if he had to glue a new one in then maybe it was stripped threads in the crown and that was why it was slipping, at least it is working now
