I have a person visiting China this month. I was wondering if it was safe to deliver packages in China.

Sending watches domestically within China is fine. I live in Shanghai and have recieved packages from most of the major TD's, never once had issue. I've used quite a few different domestic carriers - the longest it has taken is 3 days, quickest has been next day. Dangerous!

Shipping within China there is no issues at all. As there is no custom issues, prices is lower too

I think he means to deliver package from China to his home (where largely not China), international parcels shipping from China are safer in EMS/DHL/Fedex.
