hand tube too large for cannon pinion?

I'm not sure what it's called but, from the diagram below, #8 seems to have stretched out the tube for my seconds hand.  Now the seconds hand is really loose and fell out because of lack of friction.  Is there a cheap tool to tighten the tube? Or open it back up if I close it shut?

 

I'm afraid to use my regular pliers because 1) it might be too big to do anything and/or 2) it has no precision so i have no control over it so it might close the tube completely.  Then I would encounter another issue of trying to open up the tube.

Are you using the hands that came off the watch originally ?

What watch is it?

A new hand set may well be the best solution

Original handset and original movement. I just don't know why it would enlarge the tube.

Getting a new handset is not possible.

Wouldn't gluing the hand ruin the tube if it needs to be removed for an overhaul?

As I said, I've never had to do it but I would think it would be OK if you use a glue such as what's used on the date wheel overlays or the bezel inserts. I wouldn't suggest a 2 part epoxy.

 

I use Loc-Tite Stick and Seal for those types of jobs which is OK but I'm sure there are better ones around.

Do not use pliers! 99.999% you will end up just crushing the tube. I believe the correct way is to use a staking tool set. Never done it but I would bet it is tricky as hell.
