Oscillating amplitude

Guys, I have a BP factory watch that has a movement (1st one I ever tried to service) that has an oscillating amplitude: it goes from 250 (+8s/d) to 221 (-11s/d).

What the heck does this mean? Bad gears that do more resistance in single points? Is it fixable?
