Pondering the 0-100 Scale

I've got a Skyland on order at the moment and obviously I'm spending every waking minute staring transfixed at pictures of them until mine arrives.

However, one thing I'm having trouble finding out is the use for a 0-100 scale . It can't be a tachy, so the only other thing I can think of is a rough converter between KPH and MPH. 0-100 round the outside and 0-60 around the minutes.

Am I anywhere near?

It basically converts a seconds measurement to a percentage of a minute. For example, if you stopped the stopwatch at 30 seconds, the reading on the insert is 50 or .5 minutes.
