How do I adjust the clasp so it will lock?

That is a 'Super Jubilee'. It has a 'bump' in the center of the inside of the clasp, the small square in your picture on the bottom part of the clasp. The mating part has a short crossbar that grabs the square lump.

If your crossbar is missing you might be able to find it or repair it. I don't believe it is adjustable at all.

I don't think you have anything missing. Your buckle has a notch that protudes from the clasp and goes into a hole on the other side. It appears from your picture that your buckle is to flat. Those are hard to bend, but if you can put more of a curve in the buckle it will latch. Take the bracelet off the watch, if you can put your thumbs in the middle of the clasp ( clasp in closed poisition) and put more curve in the buckle, that should do it. If you can't bend it, take it to your local jeweler and he can do it for you. Good luck
