In the beginning of last month, a croc strap and deployant was purchased from me by a user. I sent it airmail as he did not want insurance.

He has claimed that the package did not arrive and has filed a claim against me.

Paypal is requesting proof of postage, I can not find it... What is the best way to handle this? PayPal is asking for proof of postage... Would they be asking him for proof that he did not receive the item?

You have money. This they know, so they won't pursue him until you show them proof of postage.

go to the postoffice where you posted it and give date and time and adress , they can find it for you.
