If this is a standard IWC bracelet no special tools are needed. You should be able to do it with a pair of small screwdrivers... or even the end of a large paper clip. The easiest band I've ever resized.

However like Jkerouac said, the bands are easily adjusted without a tool.... I have owned five Iwc's and used simple tooth pics to resize them... Sooo easy.... Lastly... We have one Opening in Jay's list for some lucky person who thought they missed the boat.... but you have to act fast......
