When I screw in the crown to close it, I can see the small gold wheel move and  resistance when screwing in.

 

Normal?

The crown should 'declutch' and not wind the watch when pushed down to the case tube threads and it is not doing this because the crown is faulty or the stem is too short and not allowing the crown to 'declutch'.

I have encountered a few of these reps straight from the factory doing this unfortunately, and I have discovered that even some new crowns, their clutches are not working as they should.

This is very common, could just be as simple as dirt it the crown jamming the ratchet type mechanism.  Try winding backwards to dislodge.

Many gens and rep ETAs just do it, nothing to worry about.

+1. Ideally the length of the stem coupled with the crown travel to de-clutch from the stem would prevent this from happening. However, in the case of most automatics it is not possible to over wind so it really is not an issue. I would not worry about it.
