AFAIK, false advertisement is a criminal offense. You could report them to the state's attorney general, but I don't think you would be able to force a sale or recover damages.
In the US though, generally price tags and advertisements do not constitute offers to contract.
Imho, having owned both the gen and the rep I would say none of the versions are very accurate, especially with respect to the bracelet. The links are just not the right shape or size, and it is very noticeable. The hobnob dial pattern is slightly different as well as the font, but that is not noticeable at all without a loupe or both watches side by side. I wouldn't even worry about the minor differences between versions such as the cross or the clasp. No one will notice. I would try to put the watch on a strap however.
No clue actually, just speculating. As I'm sure you've inspected more rep movements than anyone what would you say? I would guess by the prices dealers are getting/selling them for it's not a top/chronometre grade.
Servicing is great without doubt, but it doesn't improve the quality of the shock protection, regulator system, balance, mainspring, etc. that keep the watch running accurately after it's been regulated.
There is a 40mm white dial version, but with gold hands and markers. Beautiful watch, but I don't think it's as versatile as the black dial.

Watch looks legit, but given the very low price I e-mailed him for closer pics of the dial and a shot of his ebay name on paper next to the watch and his response was basically "the dial is perfect, and my ebay name is listed on the auction".
Perhaps a hijacked account? I wonder...
I own a real Port and I would say it's a very good rep. The movement doesn't wind nearly as smoothly, and the rotor feels wobbly and noisy, but visually the presence and feel on my wrist is much the same. I do agree the movement is highly unreliable. I think any difference you would experience is more psychological than not.
