Flat 3 is certainly correct on Gen 93150 bracelets and clasps up to PJ code 2008: and all reps I have ever seen have rounded 3 's? Not sure on other set ups? I certainly wouldn't say Rolex never put a rounded 3 on the clasp...it's just a matter of when it was done.
