Looks like a cheapo, machining is very rough, screw heads are all chewed up... how is the time keeping?

3 sec fast a day its pretty solid but look like crap and as you say a cheapie but it keeps great Time

Cheapie doesn't always mean inferior quality. Many of the mechanical movements out there are cheap and keep great time, Miyota, seiko, etc... it's probably not serviceable but likely to work for years to come.

Looks like a (Chinese) Beijing SZB-1C or one of the derivatives.

They are better than they look.
