has anyone used moneybookers. i usually have used PP but some dealers have cheaper prices for use with MB. Is it safe and reliable. DO they charge a fee.

what are the pros and cons??

I think MB is good for one off buy's the main problem is that they limit the amount you can send per Month, something like $300USD, so not a lot.

What I don't like from MB is that after making the transaction, some days later, you sing on again and the info about your transaction is very limited. In fact, I have no way to see if I did identify any delivery address of my payment to TTK for the MBW watch... any clue?

Moneybookers is great once you have it set up - it's not so great for impulse or urgent buying. For EU buyers it's awesome if it's linked to a bank account. Beware the fees on credit card payments, you may get slugged by both Moneybookers and your credit card for a cash withdrawal.
