    The top one is not soup in either simplify Chinese or traditional Chinese. The bottom one is in simplify Chinese character. "湯" this is soup in traditional Chinese character.

    It's a document issued to a Norwegian as a temporary passport/visa so he can catch his boat by train. The paper said the Norwegian is the second mate but he missed the ship and need to catch the ship by train at it next port. The date is 9/7/1932.
