He gets in touch with Paypal who then trawl the PP referrer logs on their webservers, or they add a regex to the logs and catch PT and Reg using Buy Now buttons (a trivial task for a sysadmin worth half his salary, tbh) and investigate. They will possibly even have someone lurking on this board to make sure.

Rogue dealer? No, it's most likely they heard about the site from someone and then checked their referrer logs. From a technical standpoint, it's obviously aimed at RWG, not at dealers. The only possible intrigue you can have is asking how they found out about the site and that is a question for another day.

Anyone not wanting to participate is perfectly welcome to remain a regular uncertified dealer. Only those who pass the grade will be upgraded to 'ultimate dealers' or whatever. As for drop-shippers, and this is very important, anyone drop-shipping with no control over the quality shouldn't be able to get the top grade of certification as they're clearly not deserving of it. What is so worthy of recognition of someone who doesn't even care what one of his underlings ships you? I applaud those dealers (TTK, Silix, Sash) that have thrown their hat into the ring and I'm also glad Andrew has come in and commented. It shows he intends to step up to the plate as well. See? This is how a five-star dealer system should be done.

I'm confused. What did R*lex do to Rolex? The only people that misspell it r*lex, R0l3x, ralex, etc., are people deluded into thinking that those who search for replica sites are stupid. Google r0lex (with a zero) for instance and you get nothing but replica sites. It's actually a bad way to spell Rolex because it gets you in all the wrong search patterns, whereas if you spell it right, you're on page bagamazillion behind all the legit sites. These people aren't stupid. Assuming they are is a sure-fire way to get yourself into a lot of trouble. Remember, assumption makes an ass out of u and some guy named umption.
