I'd buy used. Check the sales forum. Alot of bargain can be had. I purchased several high priced strap for a good deal.
But if you're looking for new (under $50), I own a few Bob's and Panatime. But used is your best bet.
You mean the crown guard screw comes loose from the case? Or do you mean the crown guard pin?
I read about this problem over at RG. People say the srews are too short. Solution is to find longer screws but it's a pain to find the correct size and length.
For the pin, I read hot glue fix will make it firmer.

I would think you'd want to take the watch apart (including the hands) before you paint. Less chance you'd screw up the dial and get paint all over it.
You should use the correct tools to remove the hands. Check out ofrei for all the tools u need (bergeon hand removers). There's different tools for different hands.
