The strap size has two components.
1. measure the space between the lugs where the springbars go in. This will usually be the larger of the two (unless you are looking at an historic Panerai cut strap)
2. Measure the same space between the buckle where is attaches to the strap. This is usually smaller than the above due to the strap taper.
hope that helps
FYI, a Noobmariner will have a 20MM lug size.
You might have seen some done with other types of lume material. Real C3 Superluminova should all glow the same. It's the application that is varied and the art in the process. SOme of the modders are making their own blends and using catchy names. Like my Tequilla, I stick with what I know

Now that I have your attention....you have 2 posts. You only get that information when you upgrade to a VIP membership
OK, I was kidding about that too but you should support the board, especially when you ask a quesion like that.
Take some time and use the search button. There is more information about Submariners than you could ever imagine.
I'm told that MBW/MBK's are pretty good
Don't know anything about the J12 Rep's but it could be as simple as the adhesive lifting on the bezel insert in that spot. Have you pinged the dealer you got it from?
I got mine from another member and love it. I still have mine on the bracelet and I have not experienced the problems By-Tor has with the clasp, but I did lose a Lume off the 8:00 marker. Plan to get it re-lumed by Ziggy anyway so no big deal. The biggest flaw is the gap between the last link and the End Link.
Here is mine for what it is worth:
