For those non-camera geeks, this is what bokeh is.
It's one of the many things that can be used to aesthetically highlight your focus area, and a noisy background blur can cause confusion and yes, you can fix it in photoshop, but it's best to do as much as possible in the lens. Good lens, long focal length, super-wide aperture, low ISO. This is how best to do it.
You'll see some of my shots will have a more pronounced bokeh than others, and that's done by moving the camera about a foot away from the watch and zooming in tight, effectively giving me a longer telephoto lens to knock out more blur. This flower is a good example. Instead of getting in close with a macro, I moved further away and used a 400mm equivalent telephoto at f2.8:
