Why do you want a Moon watch? If it's for the whole NASA thing, go vintage hesselite. This is where I'll be going. Anything up to a 70s model is conceivably a proper "Moon Watch", ie. could be of a batch worn by Apollo Astronauts.
If you want a modern classic, go for the latest sapphire handwind, or for a bargain, go for the Reduced/Automatic. You can pick up a brand new "Reduced" for mighty cheap.

You can bet a large amount of money the inspector doesn't sell them as Oakley will probably pay him a bounty. Selling them would get him humped by Oakley.
This changed years ago. If you pay VAT in one European country, it counts as having been paid in any other.

Please note, no frontier controls exist between Member States. That means they don't stop replicas.
To be honest, it doesn't really matter that much. Go for the best you can that uses the same media as other stuff you've got.
Or, if in doubt, get the best Canon you can afford.
