Does the rotor move if you shake the watch vigorously?

I would open the case (carefully, do not leave scratches on the case back, it's very easy unfortunately), check if there are screws on the movement holder blocking the rotor (or screws sitting too high), if that's not the case, remove the rotor (there's a screw keeping the rotor in place) and put it back.
It's a super easy task but again, be careful not to mark the caseback.

Here is your dilemma, sending it back is going to cost you as most dealers won't pay for shipping back. You are also going to expose your watch to customs twice, both shipping back to China and then return shipping to you in the EU. Watches get seized, they get lost, and best case, you send your watch back and a couple of months later you get it back. Toro is a great dealer, and he will surely work with you, and he may pick up part of the shipping and get it back to you sooner, but there are lots of problems with shipping back.

More than likely it's and easy fix, and Ssteel is a well skilled watchsmith. Shipping to him has none of the problems associated with shipping back to China.
