You may be able to polish some of that back mate, i always use "Mr Hobby top coat flat mat" it comes in a small blue spray tin with asian writing all over it , i get it from my local model shop and have used it on all my vintage dials

Generally i have found that the hands slips on the tube rather than the tub slipping on the pinion, so it is a hand quality issue rather than the movement, any competent watch smith should be able to fix this.
