IMO, start with an Omega PO that has a Miyota movement. These keep great time and are rock solid movements. I have both a Ti/Blue dial 45mm version and a PO Sochi with that movement. They are great pieces that look amazing. Just decide if you want the 42mm or 45mm version and go from there.
Any of the TD's will re-ship, once you provide a copy of a seizure letter to them. Such letters typically come in the postal mail and not via email. Also, it usually takes a number of days (like 10) for the letter to reach you. I don't think you have anything to worry about at this point.
I used USPS Priority International Service. Excellent tracking and the TD received it in 7 days. Not the cheapest method. I believe is cost me ~~$40 from Boston to China. There's also the risk of it being lost completely. Can't you find a local watch-smith to handle it for you?
Toro is a terrific TD. He tends to have less variety than some of the larger dealers, but that seems to allow him to focus on high quality pieces. Don't expect lots of discussion when communicating with him. Answers are quick, but very short and to the point. Sometimes it makes him appear snippy, but it's just his communications style. You won't be disappointed with using him.
