Very sorry and sad to hear this, it´s terrible it had to happen and Your Mother is so alone with You far away. The other thing is to be realistic, it seems You & Family are in poor financial condition after Your Father left. Imho there are 2 ways of action: a.) the kind dog is just 9 months old, it is already suffering a lot of pain and partially chained up, spare it a life of later, recurring problems even after the operation is done (there are no 100% treatments and dozens of different cirurgeries are used) and kindly put it to sleep with an injection; meanwhile save another puppy from the local Canil or through the Vet from a hard life and uncertain future; Save up and repair the Rolex Your Father left You as the only thing and keep it for a future hardship, You never know how life plays in the future; b.) invest more time in talking to Vet´s and charitable organizations through the Internet, consider going to another country (Poland? Ucraine?) for doing the operation at a much lower cost than in Italy; Maybe locally in the Canaries as travelling is a problem. From the writings I´d suppose You are in the early 20´s and there is much ahead. You are in no way culprit to the dog´s hip dysplasia nor to not having the savings for a potential improvement.
