+1 on keeping the dial as it's a beautiful variation (if you're not anxious about being "called out"). Before deciding on gen dial for mine, I considered this exact one (was also searching for a decent Tiffany, which is yet another variation).

Gens from that period vary to some degree regarding lume color nowadays. Would pass the question back at you, any gen ref pictures from that era that you especially fancy? Based on that, I think you can get more detailed help here regarding lume type and applying techniques.
How does the JF bridge stampings look like - better/worse than on the Noob movement? At least for me that could be an easier tell than second hand sweep speed.
I'd assume he by service meant a proper disassembly of the movement, cleaning of the parts and after that lubrication and tuning (typically with help of a timegrapher).
Re waterproofing I'd dare to say that all better reps can be waterproofed, at least to 3 atm. Greasing of gaskets, installation of new/extra o-rings are a couple of actions.

How old is your Yuki? There have been some reportage on quality difference between older and newer batches (say last 6 months or so - in between they were sold out for like a year iirc).
